DUBAI- Five Covington transactions have been recognized by the Infra Global (formerly IJ Global) Awards MENA 2025. In addition, Covington associate Georgia Ling won in the Rising Star of the Year category. The firm had also been shortlisted in the Legal Adviser of the Year MENA category.
The annual Infra Global Awards “celebrate the success of the best-in-class transactions and organisations across the globe.” Winners are selected through a transparent peer-review process by leading industry experts.

Georgia Ling is an associate in Covington’s Project Development and Finance group. Her practice focuses on international energy and infrastructure projects. She advises borrowers, sponsors and lenders on the acquisition, development and financing of such projects throughout the world, including the Middle East and Asia, with a particular focus on power and renewable energy. The independent panel of judges were won over by Georgia’s “involvement in an impressive number of significant transactions”.
Covington represented a sponsor consortium led by ACWA Power (and including Badeel and Saudi Aramco Power Company) in connection with the development and financing deal for multiple renewable energy projects in Saudi Arabia, including:
- the development and financing of two major wind power projects, Starah and Shaqra, valued at over US$1.5 billion, located in the central region of Saudi Arabia and with production capacities of 2,000 MW and 1,000 MW respectively; and
- the achievement of financial close for five major solar PV projects — Afif 1, Afif 2, Al-Humaij, Bisha, and Khulis — located across central, western, and southern Saudi Arabia, valued at over US$4.5 billion with production capacities of 2,000 MW, 2,000 MW, 3,000 MW, 3,000 MW, and 2,000 MW respectively.

Covington represented the project company and its Sponsors ENGIE and EDF on the Noor Abu Dhabi Street Lighting PPP in Abu Dbabi. The project is one of the UAE's flagship municipal PPP projects and was implemented in two phases to replace conventional street lighting with energy-efficient LED systems across Abu Dhabi. The team was led by Agnieszka Klich and included Azumah Cofie and Nitin Banerjee.
Covington advised the lenders on the financing of the 1,000 MW Al Masa’a (MAS) and the 400 MW Al Henakiyah 2 (AHK2) solar power projects in the Kingdom of Saudi Arabia. Once operational, both projects are collectively expected to power more than 240 thousand homes per year and displace more than 2.7 million tons of carbon dioxide annually. The projects will also help to achieve the target of increasing the share of the renewables in Saudi Arabia’s energy mix to around 50 percent by 2030.
The Covington team was led by Marc Norman, with Christoph Schulz leading the financing workstream, and included Richard Keenan, Derek Kirton, Cameron Busch, Florence Cock, Samya Idi, and Tosin Oredola.
Covington advised ACWA Power in connection with the development and financing of the $1.2 billion 1.1 GW Suez Wind Farm in Egypt - the largest single-contracted wind farm in the Middle East. The project will play an important role in supporting the Egyptian government in achieving its target of increasing the share of renewable energy in its electricity generation mix to 42% by 2040.
