States Could Take Bloom Off Growth Of CBD Supplement, Food Market

May 8, 2019, HBW Insight

Miriam Guggenheim is quoted in HBW Insight regarding Congressional action to exclude hemp from the definition of “marijuana” in the Controlled Substances Act. Ms. Guggenheim says the change does not have a preemptive effect with states and creates confusion, even for some municipal governments. She adds, "The states have their own controlled substances laws and they don't necessarily track the federal law. Some track changes in federal law automatically, some have mechanisms for amending their laws when the federal law changes and some say, 'we don't have to change and conform to federal law at all.'"
