Lulu Mansour

Lulu is an associate in the firm’s Washington, DC office and a member of the CFIUS practice group. She advises clients on the U.S. national security review process administered by the Committee on Foreign Investment in the United States (CFIUS), as well as on sensitive national security investigations and compliance matters, including mitigation agreements. Lulu also counsels clients on emerging national security regulatory regimes, such as the Treasury Department’s Outbound Investment Program and the Commerce Department’s connected vehicle regulations and Information and Communication Technologies and Services (ICTS) Rule. Her practice includes advising on supply chain security, matters involving China and the broader region, and other U.S.-China policy and regulatory issues.

Before law school, Lulu served as a Manpower & Logistics Administrator in the U.S. Marine Corps, where she supported personnel allocation and coordinated supply operations with foreign counterparts across multi-domain deployments. Lulu currently serves in the Reserve. Lulu’s writing on executive power and federal jurisdiction has appeared or is forthcoming in the Harvard Journal of Law & Public Policy and Lawfare.
