John B. Minor

John counsels clients navigating the intersection of public policy and politics. By utilizing his experience from his time on Capitol Hill and within independent agencies, John is able to help his clients understand the complexities of the legislative and rulemaking processes to deliver tailored, robust solutions that respond to client needs amid the fluid political landscape.

Prior to joining Covington, John was the Director of Federal and External Affairs at a leading issue advocacy organization that focused on structural democracy and economic reforms. He developed and implemented the organization’s lobbying strategy, building close relationships on Capitol Hill with House and Senate leadership.

John has over a decade of experience in the public sector. He has served as a Congressional Liaison at the Consumer Financial Protection Bureau during two Administrations, focusing on the intersection of financial services and public policy. He was also a law clerk at the National Labor Relations Board. Prior to law school, John worked for several years in the office of Senator Kay R. Hagan, where he managed the Senator’s telecommunications, commerce, trade, and small business policy portfolios. During his time in the Senate, John led the Miscellaneous Tariff Bills process for the Senator and built strong relationships with agencies, business leaders, and other senate offices in the service of Senator Hagan’s constituents.

John’s first position on Capitol Hill was in the House of Representatives in the office of Representative Jim Marshall, a role that followed his time in North Carolina as a staffer on the Obama 2008 presidential campaign.
