WASHINGTON—Covington & Burling LLP announced today that Joseph Grogan, former Assistant to President Trump and Director of the Domestic Policy Council during President Trump’s first term, has joined the firm in Washington as a senior advisor and co-chair of its Public Policy practice.

Grogan served as Assistant to the President and Director of the Domestic Policy Council between January 2019 and May 2020. As Director of the Domestic Policy Council, Grogan led and supported daily briefings for President Trump on a full range of domestic policy issues and managed White House staff in directing the policy development of executive orders, regulations, major presidential announcements, and Presidential Decision Memorandums.
Before becoming Domestic Policy Advisor, Grogan served as Associate Director of Health Programs at the Office of Management and Budget from March 2017 to February 2019. At OMB, Grogan was responsible for oversight of more than $1.3 trillion in annual mandatory and discretionary health spending from the Department of Health and Human Services. Earlier in his government career, Grogan served as a senior advisor to the Commissioner of the Food and Drug Administration from January 2006 to August 2008, advising on policy decisions across the full spectrum of FDA issues and working with the FDA Office of Legislation on pending statutory and appropriations actions.
Grogan also has substantial experience in the private sector. From November 2011 to March 2017, he served as the Senior Director, Government Affairs at Gilead Sciences, where he led legislative and executive branch engagements for the three most successful drug launches in U.S. history. Prior to working at Gilead, Grogan served as Amgen’s Director, Regulatory Affairs from June 2009 to November 2011 to ensure that the company’s regulatory policy goals were advanced. He also was the Vice President, Healthcare Research Group at The Marwood Group between August 2008 and May 2009, where he advised a wide range of private equity, venture capital, and institutional investors on developments relevant to drug and device approval, regulation, and reimbursement. Most recently, Grogan has been a principal in his own consulting firm, counseling world-class companies on their government relations and public policy strategies.
