Joseph Grogan, co-chair of the Public Policy Practice Group, brings a unique blend of private-sector and government experience spanning more than two decades in the Washington, DC healthcare arena.
Joseph has extensive experience developing public policy strategies and coordinating cross-functional workstreams across government affairs, communications, legal, and regulatory functions to advance organizational priorities. A non-lawyer, Joe has advised leading companies on assessing regulatory risks and opportunities and developing strategies to effectively engage with government. His expertise includes regulatory strategy and risk management, as well as public payer reimbursement.
Joseph began his career first as a civil servant at the Department of Health and Human Services, then as Executive Director of the Presidential Advisory Council on HIV and AIDS during the George W. Bush Administration. He subsequently served as Special Assistant to the Commissioner of the U.S. Food and Drug Administration, Andrew von Eschenbach.
In the private sector, Joseph worked as an advisor to Wall Street and private equity investors before joining Amgen, Inc. He later joined a leading global biopharmaceutical company, where he founded the company's Washington, DC, office and led its federal government affairs efforts during three highly successful drug launches.
Joseph later returned to government during the first Trump Administration, serving at the Office of Management and Budget (OMB) as Associate Director of Health Programs. In that role, he reviewed and cleared major regulations and guidance issued by the Department of Health and Human Services, drafted the healthcare sections of three Presidential Budgets, and managed more than $1.3 trillion in healthcare spending. He subsequently served in the West Wing as Domestic Policy Advisor, where he led health policy development and was one of the original members of the President's COVID-19 Task Force.
Prior to joining the firm, Joseph founded an independent policy consultancy where he advised innovators on government and public policy strategy. He helped clients navigate the complexities of Washington, DC, identifying and mitigating policy and regulatory challenges and developing strategies to bring their products and services to those who need them.
