WASHINGTON—Henry Liu has rejoined Covington as a partner and co-chair of the firm’s global Antitrust and Competition Law Practice Group.
Henry most recently served as the Director of the Bureau of Competition at the Federal Trade Commission (FTC), where he led a team of more than 400 attorneys and staff in enforcing U.S. antitrust laws during a period of heightened scrutiny. Under his leadership, the Bureau brought nearly 20 merger and conduct challenges, issued more than 40 second requests, and oversaw hundreds of investigations. He played a key role in litigation involving mergers valued in the billions, with the FTC prevailing in matters such as Kroger/Albertsons, Tapestry/Capri, IQVIA/Propel Media, and Novant/CHS. His tenure was marked by a sharp focus on litigation strategy, a series of high-profile wins, and strengthened coordination with global and state enforcers.
“In light of an increasingly complex enforcement landscape, Henry’s recent government experience brings tremendous value to our clients,” said Anne Lee, co-chair of Covington’s global Antitrust and Competition Law Practice. “He will draw on his leadership at the FTC to advise clients on international transactions, investigations, and litigation. His insight will be especially valuable across all phases of the merger review process—including litigation when necessary.”
Tom Barnett, also co-chair of the practice, stated, “We are thrilled to welcome Henry back to the firm. He is a first-rate advocate who expands the breadth and depth of our team, significantly enhancing our ability to represent clients across the full range of transactional, litigation, and other antitrust matters.”
“I’m excited to return to Covington and rejoin my friends and colleagues after having the privilege of serving at the FTC,” said Henry. “I look forward to helping guide clients through their most complex antitrust issues.”
Henry earned a B.A. from Emory University and a J.D. from Yale Law School, where he served on the Yale Law Journal.
