    Chelsea Segal's health care practice focuses on regulatory, compliance, and business issues related to telehealth and telemedicine, digital health, pricing and reimbursement, and fraud and abuse. On the life sciences side, Chelsea advises pharmaceutical clients on issues surrounding the regulation of drugs and biologics by the U.S. Food and Drug Administration (FDA), including product approval, advertising and promotion, and communications with payers.

    Chelsea routinely advises on administrative and legislative policy developments related to telehealth and telemedicine as well as FDA regulatory issues. She also provides support to clients engaged in life sciences mergers and acquisitions and other commercial transactions, including due diligence.

    Chelsea also maintains an active pro bono practice at Covington, with a particular focus on reproductive rights.

    Chelsea is an author of a chapter on manufacturer communications with payers in the American Health Law Association treatise, Pricing, Market Access, and Reimbursement Principles: Drugs, Biologicals and Medical Devices.

    • Advise clients on federal and state telehealth policy, including with respect to coverage and reimbursement and related advocacy before the Centers for Medicare & Medicaid Services (CMS), public health emergency waivers, fraud and abuse, unauthorized practice of medicine, and corporate practice of medicine.
    • Advise companies on kickback and related issues associated with product support and telehealth programs.
    • Participate in pharmaceutical promotional review committees to advise on legal issues related to product promotion, payer communications, and scientific exchange.
    • Assist pharmaceutical manufacturers with respect to preparation, strategy, negotiation, and advocacy related to coverage, pricing, and reimbursement of medical products by commercial payers and federal health care programs.
    • Advise pharmaceutical companies on legal and compliance considerations for structuring commercial and medical organizations.
    • Advise life sciences clients on legislative initiatives to reform FDA regulatory programs, including accelerated approval, orphan drug designation, and clinical trial diversity.
    • Assist clients in the development, authorization, and distribution of medical countermeasures, including vaccines and therapeutic products developed in response to the Coronavirus Disease 2019 (COVID-19) pandemic.
