Tom Callahan

Tom is an associate in the firm’s Los Angeles office who works in the Environmental and Energy Practice Group.

Tom represents clients in litigation, regulatory, and policy matters involving a wide range of issues, including California’s climate laws, the regulation of greenhouse gas emissions, renewable energy, public lands, agency rulemakings, and enforcement actions. He also maintains an active pro bono practice, with a focus on environmental issues and immigration.

Prior to joining Covington, Tom clerked for the Honorable James V. Selna of the United States District Court for the Central District of California and the Honorable Susan P. Graber of the United States Court of Appeals for the Ninth Circuit.
