Climate Policy

Supportive policies and innovative solutions are needed to accelerate a credible pathway to 1.5 degrees Celsius. Lawyers in our Carbon Management and Climate Mitigation practice are actively engaged in and influencing the policy discussion on climate change. As active participants in the UNFCCC process, our global public policy team has unmatched credentials and a proven record in advising clients on national and international public policy, regulatory, and legislative strategies, and helping to advance policies and develop messaging in support of Paris-aligned targets.

We help clients to advance legislation and policies to drive the energy transition and achieve their net-zero ambitions. We have extensive experience advising clients on the development and execution of legislative and policy strategies that support decarbonization, including with respect to mandatory and voluntary carbon markets; carbon capture, utilization and sequestration (CCUS); low carbon fuel sources; renewable energy; clean hydrogen; advanced transportation; and energy storage.

Our team includes some of the most highly regarded climate and environmental legal and policy practitioners in the U.S., UK, and EU. We are respected among policymakers, carbon market participants, clean energy developers, and major environmental NGOs and environmental justice groups. We leverage our high-level government experience to help our clients engage in strategic and constructive stakeholder engagement with federal and state regulatory agencies, the White House, Congress, and other key policymakers.

We advise on critical policy and legislative matters involving carbon management and climate change including:

  • Advocating for policy initiatives that support net-zero and energy transition goals;
  • Developing comprehensive regulatory strategy, from proactive engagement with agencies and policymakers to filing regulatory comments and developing client testimony;
  • Supporting efforts to clarify and codify national and state goals to achieve carbon neutrality and GHG emissions reductions;
  • Analyzing key climate legislative issues and preparing position papers and policy white papers with tailored recommendations;
  • Commenting on climate and carbon disclosure rulemaking initiatives;
  • Providing strategic advice on EU Green Deal legislative proposals, including the proposed Carbon Border Adjustment Mechanism (CBAM), amendments to the cap-and-trade rules of the EU Emissions Trading System Directive (ETS), and the Corporate Sustainability Reporting Directive (CSRD);
  • Identifying funding opportunities and tax incentives in the Inflation Reduction Act (IRA), the proposed EU Green Deal Industrial Plan, and other economic opportunities for CCUS technologies, renewables, and other low-carbon projects; and
  • Leading and advising on stakeholder engagement with policymakers, carbon market participants, and environmental NGOs and environmental justice groups to advance climate, sustainability, and community objectives.
