Matthew Shapanka Named to Daily Journal's Top 40 Under 40

SAN FRANCISCO— The Daily Journal has named Matthew Shapanka to its 2026 Top 40 Under 40 list, a recognition of the top lawyers in California under the age of 40.

Matt is a public policy and election lawyer in Covington's San Francisco office who combines extensive Capitol Hill and state government experience with more than a decade in private practice to guide clients through complex, high-stakes legislative, regulatory, and investigative challenges in both the Bay Area and Washington, DC.
