WASHINGTON—Ryan Quillian, most recently Deputy Assistant Director of the Technology Enforcement Division at the Federal Trade Commission, has joined Covington as a partner in the Antitrust practice in Washington.
Ryan will advise clients on a wide range of antitrust issues, including on conduct and merger investigations, litigation, counseling, and compliance training. During his tenure with the FTC, Ryan gained deep experience with antitrust investigations in technology, pharmaceutical and life sciences, retail services, consumer goods, healthcare, and other industries.
“We are thrilled to have Ryan join our team. At a time when anticipating and navigating antitrust issues is presenting new challenges, Ryan brings additional agency experience and insights that will expand our ability to help clients achieve their business goals and to ensure that they comply with the antitrust laws in doing so,” said Anne Lee, co-chair of Covington’s Antitrust practice.
“We expect Ryan to play an important role in the long-term growth of our antitrust practice,” said Tom Barnett, co-chair of the firm’s Antitrust practice.
Ryan served in a variety of roles at the FTC. After working as a staff attorney in the Mergers IV Division, Ryan became an attorney advisor to a Commissioner, Counsel to the Director of the Bureau of Competition, and finally Deputy Assistant Director of the Technology Enforcement Division. Ryan worked on and supervised both merger and conduct investigations and participated in policy discussions with senior management.
“I look forward to joining Covington after a very rewarding eight years at the FTC,” said Ryan. “Covington has a deep bench of former government lawyers and a long tradition of integrating them successfully into private practice. But more importantly, I was drawn to Covington’s culture of collaboration and teamwork, and I look forward to working closely with colleagues not just in the global antitrust practice, but across other important disciplines that touch upon my practice.”
Ryan earned an undergraduate degree in economics from Princeton University and a J.D. from the University of Virginia School of Law.
