The Hill Recognizes Covington's Public Policy Practice

WASHINGTON—The Hill has named Covington’s Howard Berman, Holly Fechner, Muftiah McCartin, and Bill Wichterman to its annual “Top Lobbyists” list. The list recognizes the most distinguished and accomplished professionals from the influence world who are on the front lines of the nation’s most consequential political and policy battles.
First elected to Congress in 1982, Congressman Berman became known as one of Capitol Hill’s preeminent deal-makers. He served as chairman of the House Foreign Affairs Committee and was a long-time senior member on the House Judiciary Committee. Congressman Berman was also named to The Hill’s list in 2016 and 2017.
Named to the list for the sixth consecutive year, Ms. Fechner previously served as Policy Director for Senator Edward Kennedy, as well as Chief Labor & Pensions Counsel to the Senate Health, Education, Labor & Pensions Committee. In addition to her wide-ranging public policy practice, Ms. Fechner is currently a visiting lecturer at the Harvard Kennedy School of Government.
Ms. McCartin’s distinguished public service career in the U.S. House of Representatives includes senior positions with the Rules Committee, the Appropriations Committee, and the Parliamentarian's Office. She has breadth of congressional experience across the spectrum of committees and offices and in interfacing with regulatory agencies.
Mr. Wichterman previously served as Special Assistant to President Bush and Deputy Director of Public Liaison at the White House, Policy Advisor to Senate Majority Leader Bill Frist, and Chief of Staff to Congressman Joe Pitts and Congressman Bill Baker. He has been active in presidential campaigns and conservative politics. This is the fourth consecutive year in which Mr. Wichterman has been named to The Hill’s list.
