Jump in GAO Protest Sustains Seems Tied to One Procurement

Jay Carey’s commentary was included in a Bloomberg Law article examining the increase in the U.S. Government Accountability Office’s (GAO) protest sustain rate and how the increase is tied to a $50 billion National Institutes of Health (NIH) procurement. The NIH procurement is known as Chief Information Officer-Solutions and Partners.

Jay added the clarification that the sustain rate would be in line with the results of the last few years if CIO-SP4 were excluded from the count.
