Should the California law trigger other states to put their own restrictions on consumer privacy, industry lobbyists and advocates will likely look to Congress to create consistent standards, says Tonsager. "As those different data protection regimes pop up around the country, attention will definitely shift to the federal government to harmonize those policies and level the playing field."
