Victoria Stilwell is an associate in the firm's Washington, DC office and a member of the firm’s Appellate and Supreme Court Practice Group. Victoria handles appeals and dispositive motions in federal and state court on a variety of legal issues, including constitutional law, administrative law, and civil procedure.

Victoria rejoined Covington in 2024 after clerking for Justice Ketanji Brown Jackson at the U.S. Supreme Court. She had previously served as a speechwriter to U.S. Attorney General Merrick B. Garland and a law clerk for Judge William A. Fletcher at the U.S. Court of Appeals for the Ninth Circuit. Victoria graduated from Yale Law School, where she served as an executive editor of the Yale Law Journal. Before becoming a lawyer, Victoria was a journalist.
