Sandra Douglass Morgan, the immediate past Chair of the Nevada Gaming Control Board and a former Commissioner of the Nevada Gaming Commission, has nearly two decades of expertise in the gaming industry. She has led and managed regulatory, investigatory, cybersecurity, and litigation matters, and represents gaming companies – including integrated resorts and casinos, game manufacturers, social gaming companies, and payments processors – and other companies on a wide range of matters. Sandra is the first person of color and second woman to serve as Chair in Nevada’s history.
As the chief regulator for Nevada’s highly-regulated multi-billion dollar gaming industry, Sandra led the passage of cashless wagering regulations, supervised the compliance unit that monitors AML programs and compliance with the Bank Secrecy Act, and managed 400 employees. During her tenure, she advocated for and ensured the passage of regulations requiring gaming operators and manufacturers to adopted policies prohibiting discrimination and sexual harassment, and promoting workplace equity and inclusion. She also led the adoption of strict health and safety precautions to regulate the casino reopenings due to the pandemic, and presided over one of the largest corporate merger investigations in gaming industry history. She is based in Las Vegas.
She is well-versed in substantive areas and emerging issues affecting the gaming, sports, and technology industries, including regulations, corporate culture assessments, internal reviews, and sensitive investigations, diversity and inclusion policies, data privacy and cybersecurity, fantasy sports, Esports, social gaming, payment processing, as well as cutting-edge gaming developments across Asia, Europe, and other regions.
Prior to chairing the Nevada Gaming Control Board and serving on the Gaming Commission, Sandra was the director of external affairs for AT&T Services and was also a Litigation Attorney for MGM MIRAGE (now known as MGM Resorts International).
