    Alex Carn is a London-based associate in Covington’s international disputes and public policy practice groups.

    Alex has experience with international commercial and investor-state disputes across a range of industries including the technology, telecoms, life-sciences, construction, energy, financial services, transport, and luxury goods sectors. He has advised on disputes under a range of relevant laws including English, U.S. state and federal, French, Swiss, Belgian, Saudi, DIFC, UAE, Singaporean, and Malawian law. Alex is experienced with major arbitral rules, having conducted arbitrations under the ICC, LCIA, DIAC, and SIAC rules, as well as ad hoc proceedings under the UNCITRAL rules.

    Alongside his international disputes work, Alex also advises on public policy issues, with a focus on the Middle East and Africa. Alex has advised sovereigns on regulatory reform of multiple sectors including sports and defence and assisted corporates with government engagement and regulatory issues in the automotive, defence, energy, food and beverage, financial services, consumer goods, healthcare, and technology sectors.

    Alex is admitted to practice as an English solicitor and a New York attorney.

    International Disputes

    • Acted for the Republic of Lithuania in a c. $12 billion investment treaty arbitration brought by a Belarussian state-owned entity concerning the termination of a transportation agreement (UNCITRAL Rules).
    • Acted for a claimant telecommunications company in fraud claims arising out of a failed network upgrade project (LCIA Rules, English law).
    • Acted for a respondent logistics company in a financial services dispute, including material jurisdictional issues arising from Dubai Decree 34 of 2021 (DIAC Rules, English and DIFC law).
    • Acted for a defendant multinational energy company in arbitration and litigation proceedings concerning a c. $4 billion breach of contract claim arising from an East African government fuel supply agreement.
    • Advised a global fertilizer business on multiple commercial and shipping-related disputes.
    • Acted for a claimant luxury goods manufacturer in commercial arbitration proceedings relating to termination of a licensing agreement (ICC rules, French law).
    • Acted for a respondent biotech company against a product distributor in commercial arbitration proceedings (including emergency proceedings) relating to exclusive distribution rights (SIAC rules, Swiss law).
    • Acted for a claimant global technology company in commercial arbitration proceedings concerning a non-disclosure agreement and worldwide intellectual property rights relating to the development of next-generation consumer electronics components (ICC rules, Singapore law).
    • Acted for Ukraine’s state-owned oil and gas company, Naftogaz, in a $5 billion investment treaty arbitration against the Russian Federation arising from Russia’s expropriation of Naftogaz’s assets following the 2014 annexation of Crimea (UNCITRAL rules).
    • Acted for a claimant multinational operator of an East African hydroelectric power plant in $500 million arbitration proceedings relating to breaches of a power purchase agreement (UNCITRAL rules).
    • Pre-dispute advice on multiple construction and energy price review matters.

    Middle East and Africa Public Policy and Government Engagement

    • Advised government on reform of sports sector.
    • Advised government on reform of defence procurement function.
    • Assisted automotive manufacturer with various government engagement and regulatory reform issues including emissions regulations, energy tariffs, consumer incentives, tax incentives, and stakeholder engagement.
