Leslie C. Bailey

Leslie C. Bailey is an associate in the firm’s Washington Office. She represents clients in international trade matters and related litigation. Leslie has extensive experience representing a broad range of governmental and corporate clients in trade remedy proceedings, including antidumping and countervailing duty proceedings before the U.S. Department of Commerce, the U.S. International Trade Commission, and in litigation before the U.S. Court of International Trade, U.S. Court of Appeals for the Federal Circuit, and NAFTA/USMCA binational panels. She has also advised clients in dispute settlement proceedings before the World Trade Organization, and on customs issues and trade policy matters.

Leslie maintains an active pro bono practice with a focus on civil rights litigation, police accountability, and the defense of voting rights.

She was a judicial law clerk to the Honorable Claire R. Kelly of the U.S. Court of International Trade. Earlier in her career, Leslie worked as a business immigration attorney and served in the Appeals Chamber of the United Nations International Criminal Tribunal for Rwanda as a judicial intern.

Leslie was nationally recognized as one of Law360's Rising Stars in 2021 for her work on international trade matters, as an attorney whose legal accomplishments transcend her age.
