WASHINGTON—The National Law Journal has named Devin DeBacker a Rising Star in National Security as part of its 2026 D.C. Legal Awards, recognizing the region’s most promising lawyers age 40 and under.
A partner in Covington’s Washington office and market-leading National Security Practice, Devin combines extensive senior government experience with a sophisticated practice advising clients at the intersection of national security, geopolitical risk, regulatory oversight, complex commercial transactions, and technology. Drawing on senior roles at the White House and Department of Justice across three presidential administrations, Devin advises clients on CFIUS and other transaction-related national security reviews, data security, telecommunications, supply chain matters, and emerging economic national security authorities. Prior to joining Covington, he served as Chief of the Foreign Investment Review Section in the Justice Department’s National Security Division and, at the outset of the second Trump Administration, as interim head of the Division.
