WASHINGTON- The Hill has named Covington Public Policy practitioners Holly Fechner, Bill Wichterman, and Stephen Rademaker to its 2025 “Top Lobbyists” list. Those on the list were selected from a pool of more than 1,800 nominees and “have made measurable impacts on the course of policy and politics …and represent the industry’s savviest, most influential and well-connected advocates across Capitol Hill.”
Named to the list for the thirteenth consecutive year, Holly co-chairs Covington’s Technology Industry Group and previously served as Policy Director to former Senator Edward Kennedy, as well as Chief Labor & Pensions Counsel to the Senate Health, Education, Labor & Pensions Committee. She advises clients on complex public policy matters that combine legal and political opportunities and risks, including AI, semiconductors, connected and autonomous vehicles and other emerging and critical technologies, intellectual property, national security, economic development, and pensions, among others.
Bill previously served as Special Assistant to President George W. Bush and Deputy Director of Public Liaison at the White House, Policy Advisor to former Senate Majority Leader Bill Frist, and Chief of Staff to former Representatives Joe Pitts and Bill Baker. He calls upon his nearly two decades of government service to counsel Fortune 500 clients on a wide range of matters related to semiconductor technology, patent policy, trade controls, CFIUS, foreign relations, antitrust, and tax policy, among others. This is the eleventh consecutive year in which he has been named to The Hill’s list.
Stephen is a former Assistant Secretary of State, served as Senior Counsel and Policy Director for National Security Affairs for Senate Majority Leader Bill Frist (R-TN), and was previously Chief Counsel of the House Select Committee on Homeland Security and Deputy Staff Director and Chief Counsel of the House Committee on Foreign Affairs. He helps clients navigate international policy, sanctions, and CFIUS challenges. This is the second consecutive year in which he has been named to The Hill’s list.
