WASHINGTON—Alan Estevez, who served as Under Secretary of Commerce for Industry & Security from 2022 to 2025, has joined Covington’s CFIUS and International Trade Controls practice groups in Washington, DC, as a Senior Advisor. His addition significantly enhances Covington's already industry-leading capabilities in CFIUS, trade controls, defense policy, and national security.
A non-lawyer, Alan joins Covington after a distinguished career in government, including a leading role in semiconductor and AI policy as Under Secretary of Commerce and previously serving as the Principal Deputy Under Secretary of Defense for Acquisition, Technology, and Logistics, where he oversaw more than 40,000 personnel, managed a $20 billion budget, and handled an annual expenditure of $300 billion for equipment and services contracts. While at the Department of Defense, Alan also represented the agency on CFIUS.

As a Senior Advisor in Covington’s preeminent CFIUS and International Trade Controls practices, Alan will focus on national security and technology matters, building on his experience in government and close work with the private sector over the years.
Alan has received numerous honors throughout his career, including three DoD Distinguished Public Service Medals, two Presidential Rank Awards (Meritorious and Distinguished Executive), and the National Security Service to America Medal. He has also been recognized with the National Defense Industrial Association Logistician Emeritus Award and the National Defense Transportation Association Distinguished Government Service Award.
