Former EPA Administrator Carol Browner Joins Covington

WASHINGTON—Carol Browner, former Administrator of the Environmental Protection Agency (EPA) and later Director of the White House Office of Energy and Climate Change Policy, has joined Covington’s Environmental, Social, and Governance (ESG) practice in Washington.
Carol brings nearly four decades of experience advising on policies affecting global energy, environmental, public health, and business matters. She provides counsel to industry leaders in the energy, transportation, and consumer product sectors on regulatory matters, environmental impact issues, corporate sustainability approaches, and strategic partnership development to advance clean energy and ESG priorities.
“Carol is a leading voice on environmental and sustainability issues,” said Doug Gibson, Chair of Covington’s Management Committee. “These issues are of tremendous and ever-increasing importance to our clients, who face growing scrutiny around their efforts to address climate change, sustainability, and other compliance issues. Carol’s addition extends the reach of Covington’s work in this area and provides businesses with an experienced and solutions-oriented strategist.”
Carol previously served as Assistant to President Barack Obama and Director of the White House Office of Energy and Climate Change Policy overseeing the coordination of environmental, energy, climate, transport, and related policy across the U.S. federal government. During her tenure, the White House secured the largest investment ever in clean energy and established the national car policy that included both new automobile fuel efficiency standards and first ever greenhouse gas reductions. From 1993 to 2001, she was the longest serving EPA Administrator and in that role adopted the most stringent air pollution standards in U.S. history; set for the first time a fine particle clean air standard; and spearheaded the reauthorization of the Safe Drinking Water Act as well as the Food Quality Protection Act.

Carol earned her J.D. from the University of Florida Levin College of Law and her B.A. from the University of Florida.
