Leading Tax Lawyer Joins Covington

February 1, 2019

NEW YORKKevin Otero has joined Covington's Tax Practice Group as a partner in New York.

Mr. Otero advises clients on all aspects of tax controversy matters including audits, administrative appeals, transfer pricing controversies, and tax litigation. He also has extensive experience advising clients on technical tax risk management, strategic audit and litigation readiness, and the development of best practices and policies for tax departments.

Mr. Otero has led the defense of some of the most complex multi-year and multi-issue Internal Revenue Service audits in the country and has successfully resolved significant controversies during IRS audit, at IRS Appeals, and in litigation. His practice covers an array of technical tax areas including transfer pricing, financial products, foreign tax credits, renewable energy incentives, complex corporate restructurings, bad debt and worthless stock, tax-free dispositions, and valuation disputes.

Mr. Otero's tax litigation practice focuses on advising clients on litigation strategy and representation of clients in cases before the U.S. Tax Court, Court of Federal Claims, and federal district and appellate courts across the country.

"Kevin’s experience leading the defense of all aspects of some of the most complex multi-year and multi-issue IRS audits in the country is highly unique and distinguishes him in the market," said Daniel Luchsinger, chair of Covington's Tax Practice Group. "We anticipate that clients will seek Kevin’s expertise in successfully defending high-value tax matters before the IRS and DOJ, especially in the coming years where tax authorities will likely focus more of their limited resources on large, high-risk controversies."

"I look forward to working with Covington's tax controversy clients and complement the firm's federal court tax litigation practice," said Mr. Otero. "I am excited to work alongside such highly-regarded tax lawyers I have known throughout the course of my career."

Mr. Otero received his law degree from Columbia Law School and his undergraduate degree from Yale University.
