The Hill Recognizes Four from Covington’s Public Policy Practice

WASHINGTON—The Hill has named Covington’s Howard Berman, Holly Fechner, Jon Kyl, and Bill Wichterman to its annual “Top Lobbyists: Hired Guns” list.
First elected to Congress in 1982, Congressman Berman became known as one of Capitol Hill’s preeminent deal-makers. He served as chairman of the House Foreign Affairs Committee and was a long-time senior member on the House Judiciary Committee. Congressman Berman was also named to The Hill’s list in 2016.
Named to the list for the fifth consecutive year, Ms. Fechner previously served as Policy Director for Senator Edward Kennedy, as well as Chief Labor & Pensions Counsel to the Senate Health, Education, Labor & Pensions Committee. Ms. Fechner is currently a visiting lecturer at the Harvard Kennedy School of Government.
Senator Kyl retired from Congress in January 2013 as the second-highest ranking Republican senator. During Senator Kyl’s 26 years in Congress, he built a reputation for mastering the complexities of legislative policy and coalition building. Senator Kyl was also named to the “Top Lobbyists” list in 2016.
Mr. Wichterman previously served as Special Assistant to President Bush and Deputy Director of Public Liaison at the White House, Policy Advisor to Senate Majority Leader Bill Frist, and Chief of Staff to Congressman Joe Pitts and Congressman Bill Baker. This is the third consecutive year in which Mr. Wichterman has been named to The Hill’s list.
