Former FEC Chair Lenhard Joins Covington’s Election and Political Law Group

WASHINGTON, DC, April 14, 2008 — Covington & Burling LLP is pleased to announce that Robert Lenhard, who previously served as Chairman of the Federal Election Commission, has joined the firm’s Election & Political Law Practice Group as of counsel. Mr. Lenhard will be resident in Covington’s Washington office.

Mr. Lenhard served as a presidentially appointed FEC Commissioner from January 2006 to December 2007, considered the two strongest years in enforcement in the agency’s history. Also during his tenure, the FEC completed 10 major rulemakings, including the establishment of rules to regulate use of the Internet in federal elections and to implement the Honest Leadership and Open Government Act of 2007.

Robert Kelner, chair of Covington’s Election & Political Law Practice Group, said: “Covington has one of the oldest election and political law practices in the nation, and Bob's arrival marks a new milestone in the historic growth of that rapidly expanding practice. His FEC experience will be invaluable, and our bipartisan practice group will continue to appeal to a very broad range of corporate and political clients.”

“Not only is this an outstanding opportunity for me to work with one of the finest law firms in the country, but the depth of experience and sophistication of Covington’s election and political law practice really attracted me,” said Mr. Lenhard. “I am looking forward to utilizing my experience to help provide Covington’s clients with substantive and strategic advice for solving problems.”

Prior to joining the FEC, Mr. Lenhard served as Associate General Counsel of the American Federation of State, County and Municipal Employees (AFSCME). At AFSCME, he was responsible for legal issues related to federal and state election laws. His work included counseling the union on federal and state campaign finance issues, litigating enforcement actions before the FEC and state agencies, and providing training to field staff on federal and state election law issues.

Mr. Lenhard is a graduate of Johns Hopkins University and the University of California, Los Angeles School of Law.

Covington’s Election and Political Law Practice Group advises numerous Fortune 500 corporations, trade associations, financial institutions, political party committees, PACs, candidates, and lobbying firms concerning compliance with the increasingly complex array of laws governing the political process.
