Devin DeBacker was quoted in Foreign Investment Watch regarding the Federal Communications Commission’s first enforcement action under new rules restricting devices that contain certain components made by companies on the agency’s Covered List.
The article, “FCC Blocks Chinese Components from Devices Two Weeks After Rules Become Effective,” reports that the FCC blocked a dashboard camera and wireless video transmitter from reaching the U.S. market after finding that the devices incorporated a surveillance chip produced by HiSilicon, a Huawei semiconductor unit on the Covered List.
Devin, who previously served as Chief of the Foreign Investment Review Section in the U.S. Department of Justice’s National Security Division, described the action as “the latest in a long line of FCC national security regulations and enforcement,” which continues to be a priority.
He also emphasized the broader implications for companies and investors, noting that the action “underscores the importance of conducting component-level supply-chain diligence for investors, manufacturers, and importers, especially as the FCC has proposed rules that would continue to expand the Covered List.”
