Discussing how the current shutdown differs from previous ones where government activity largely came to a halt, Jennifer said there seems to be more activity this time around, with some agencies continuing to issue solicitations and make contract awards. At the same time, contractors with already allocated, fully funded contracts have been able to continue business as usual.
