Final US position limits rule will take ‘at least a year’

Stephen Humenik is quoted in a Risk article regarding plans by the new CFTC Commissioners to finalize position limits for commodity exposures. “It will take months to get to the point of finalizing position limits, just because there is so much history there. Plus you have new CFTC commissioners coming on board who haven’t worked on the rules before, haven’t talked to industry participants, haven’t read all the comments [on the rule], and so on.” 

Humenik adds that there will probably be another re-proposal, followed by industry roundtables and full commission meetings. “This is an agenda item that will receive quite a bit of attention going forward. The new commissioners and remaining nominee [Dawn DeBerry Stump] all said in testimony that they were committed to finalizing position limits. The question is what form the rule will take. But it will probably take at least a year to get this rule through the pipeline and finalized,” he says.
