Devin DeBacker participated in a CLE seminar on "Complex Transactions 101-201: Government Contracts, Foreign Ownership Foundations and Deal-Specific Considerations" co-sponsored by The FCBA Transactional Practice and Space and Global Communications Committees.
In addition to government contracting, foreign ownership considerations increasingly shape the complex structure, timing, and viability of FCC-regulated transactions, often triggering parallel review by Team Telecom and CFIUS or raising other national security concerns. This panel provided a practical, transaction-focused discussion of how to identify foreign ownership risk early, negotiate around regulatory uncertainty, and work effectively with regulators to manage approval processes and timeline expectations. Panelists also addressed post-closing compliance obligations that may be imposed through mitigation agreements.
