    Andrew Longhi advises national and multinational companies across industries on a wide range of regulatory, compliance, and enforcement matters involving data privacy, telecommunications, and emerging technologies.

    Andrew's practice focuses on advising clients on how to navigate the rapidly evolving legal landscape of state, federal, and international data protection laws. He proactively counsels clients on the substantive requirements introduced by new laws and shifting enforcement priorities. In particular, Andrew routinely supports clients in their efforts to launch new products and services that implicate the laws governing the use of data, connected devices, biometrics, and telephone and email marketing.

    Andrew assesses privacy and cybersecurity risk as a part of diligence in complex corporate transactions where personal data is a key asset or data processing issues are otherwise material. He also provides guidance on generative AI issues, including privacy, Section 230, age-gating, product liability, and litigation risk, and has drafted standards and guidelines for large-language machine-learning models to follow. Andrew focuses on providing risk-based guidance that can keep pace with evolving legal frameworks.

    • Advises companies on compliance with federal and state privacy obligations, including those introduced by the California Privacy Rights Act, Virginia Consumer Data Protection Act, and Colorado Privacy Act.
    • Interviewed global sales and marketing teams of computer software technology company to investigate its lead sharing practices and draft lead sharing plan compliant with the California Consumer Privacy Act and other applicable laws.
    • Assisted an international technology company in its multi-territory launch of a global news programming service, including investigating foreign content standards, media regulations and license requirements, and advertising rules.
    • Advised biopharmaceutical company UCB on data privacy and security issues raised in connection with its US $1.9 billion acquisition of Zogenix, Inc.
    • Represented an international electronics manufacturer in an enforcement proceeding before the Federal Communications Commission.
    • Represented leading private equity fund in acquisitions of telecommunications providers, including conducting regulatory due diligence, obtaining FCC and state approvals for the transfer of licenses, and crafting application strategy.
    • Advises companies on regulatory compliance pertaining to the Telephone Consumer Protection Act and state telemarketing laws, including automated text message programs, FCC robocall requirements, and enforcement risk.
    • Advises TV and radio broadcast stations on online public file obligations, political broadcasting issues, license renewals, and other license-related applications.

    Pro Bono Practice

    • Represent nonprofit newsroom seeking records from Maryland county under the state FOIA statute.
    • Filed a Supreme Court amicus brief on behalf of a non-profit organization focused on civil liberties issues affecting the Internet and digital technologies in a case seeking to clarify whether the Fourth Amendment requires that the government have a warrant based on probable cause in order to search electronic devices at the U.S. border.
    • Represented Honduran nationals in a separated family parole request before the U.S. Citizenship and Immigration Services.
    • Advised nonprofit entity on federal and state laws governing automated SMS programs in connection with access to justice opportunities.
