Kendall Burchard is a senior associate in the firm's Appellate and Supreme Court Practice Group. Her practice focuses on appellate matters and complex dispositive motions. She has argued numerous appeals before state and federal appellate courts, and has briefed dozens of appeals, extraordinary writs, and dispositive motions in courts across the country, including merits and amicus briefing in the United States Supreme Court.
Kendall has experience representing and advising corporations across a wide range of industries, including technology, health care, and government contracts. Kendall has particular expertise litigating issues affecting online services, including Section 230 of the Communications Decency Act, the First Amendment, and personal jurisdiction. She regularly advises clients on these and other constitutional law issues to ensure compliance with new regulatory frameworks and to mitigate litigation risk.
In addition to her practice in federal appellate courts, Kendall has defended clients against State Attorney General enforcement actions. Kendall draws on her previous government experience working as an attorney with the Office of the Virginia Solicitor General, where she represented the Commonwealth’s interests in sensitive and complex civil litigation at all levels of the state and federal courts. While there, she represented public universities against constitutional challenges, defended Gov. Ralph Northam’s COVID-19 mitigation measures, and played a key role in defending the Commonwealth’s efforts to remove Confederate monuments from public land.
In both 2024 and 2025, Kendall was named to Lawdragon 500 X – The Next Generation, profiling the next generation of leaders in law.
Kendall maintains an active pro bono practice, primarily focused on civil rights litigation and gun violence prevention. In 2025, Covington recognized Kendall as a Charles F.C. Ruff Pro Bono Lawyer of the Year for her outstanding pro bono work. Her pro bono work has also been recognized by the D.C. Bar Capital Pro Bono Honor Roll and the Virginia State Bar Access to Justice Commission Pro Bono Service Honor Roll.
