WASHINGTON, DC, April 8, 2015 — Law360 has named Covington & Burling’s Scott Freling a recipient of its “Rising Star” award in the government contracts category. The award honors lawyers under the age of 40 whose “legal accomplishments belie their age.”
In its profile of Mr. Freling, Law360 wrote that he is “one of today’s go-to experts in the mergers and acquisitions regulatory space for civilian and defense contractors.” The publication noted his work on Pacific Architects and Engineers' $175 million acquisition of the Applied Technology Division of Computer Sciences Corp. as an example of Mr. Freling’s frequent work as regulatory counsel for M&A deals in the government contracts industry. Law360 also noted Mr. Freling’s government contracts work outside the deal space, including his successful defense of 2020 Company LLC’s $98 million National Oceanic and Atmospheric Administration satellite contract award.
“He’s a very thoughtful, deliberative person no matter the issue; he gathers the facts and presents very clear, different options and paths to go forward on,” Acentia CEO Todd Stottlemyer told Law360. “He’s really just a great adviser in addition to being an excellent lawyer.”
Promoted to partner in 2014, Mr. Freling represents civilian and defense contractors at all stages of the procurement process in their dealings with federal, state, and local government customers and with other contractors.
