Scott Freling and Justin Ganderson are quoted in a Bloomberg BNA article discussing House and Senate energy policy bills with provisions intended to boost performance contracting and make the government more energy efficient. Ganderson argues that even though some of the energy savings performance contracts (ESPCs) provisions were eliminated, congressional deliberations on facilitating use of ESPCs is a “really positive” development.
According to Freling, there are a lot of federal buildings in need of modernization that would benefit from legislative changes. These include allowing an agency to seal or transfer energy savings and apply the proceeds to fund its performance contract, as well as expanding covered work under energy performance contracts to include “energy consuming devices and required support structure.”
