WASHINGTON, DC, September 25, 2013 — Jack Schenendorf, of counsel at Covington & Burling, testified today before the U.S. Senate Environment and Public Works Committee on the need to invest in the country’s infrastructure and preserve federal transportation funding.
In his testimony, Mr. Schenendorf explained that in recent decades the United States has underinvested in the national surface transportation network — and that as a result, the aging, congested network is in need of repair and does not have adequate capacity to accommodate future population and economic growth.
Mr. Schenendorf urged the committee to act to avert an impending transportation crisis in the country by identifying and directing revenues — including increased federal motor fuel or diesel fuel taxes — to the Highway Trust Fund, the primary vehicle for federal surface transportation funding.
“To put it bluntly, failure to adequately fund the maintenance and expansion of this system should not be an option,” Mr. Schenendorf testified. “As a country, we can’t avoid making the choice to address this problem—and inaction is the wrong choice.”

Mr. Schenendorf’s practice concentrates on transportation and legislation with a particular focus on legislative strategy, legislative procedure, and the federal budget process. He served on the staff of the House Transportation and Infrastructure Committee for 25 years. He also served as vice chair of the National Surface Transportation Policy and Revenue Study Commission.
