Roger Zakheim is quoted in a Federal Contracts Report article regarding the DOD acquisition overhaul. According to Zakheim, a better argument for defense reform is that the enemy has a vote. And the threats have evolved since the binary conflict of the Cold War. He continues by saying that today's military confronts a host of challenges and domains that didn't exist 30 years ago, such as cyberspace, militarized space and counterterrorism.
