Steven Shaw is senior of counsel in the firm’s Washington, DC office and a member of the Government Contracts Practice Group.  He is also active in litigation matters, specializing in civil fraud and white collar criminal litigation.

Most recently, Mr. Shaw was Deputy General Counsel (Contractor Responsibility), Department of the Air Force.  Here he served as the Air Force debarment and suspension official and managed the Air Force's Coordination of Fraud Remedies Program.

  • Successfully defended a major defense contractor in a federal grand jury investigation into mislabeling electrical tubing in sales to the military.
  • Obtained the dismissal of a federal grand jury indictment against an aircraft parts manufacturer, following a hearing establishing prosecutorial misconduct.
  • Successfully prosecuted before a jury the first federal judge in US history convicted of crimes committed while on the bench, and subsequent Ninth Circuit appeal.
  • Successfully defended a NASA contractor in a grand jury investigation into allegations that it had submitted false invoices.
  • Managed an internal investigation for a major aerospace defense contractor regarding its alleged failure to comply with Hart-Scott-Rodino requirements with the FTC.
  • Defended a mining company against a federal antitrust investigation into allegations that it had conspired with a competitor to limit production.
  • Represented the CEO of a technology company in federal class action securities fraud litigation, resulting in the dismissal of the complaint.
  • Defended a large medical clinic and its doctors against a federal civil RICO action brought by insurance carriers; and prosecuted a related antitrust action against the carriers on behalf of the clinics.
  • Represented a relator in a False Claims Act qui tam action in federal court against a financial institution for false claims to the FDIC.
  • Successfully defended a Texas energy company against separate grand jury investigations into horizontal price fixing allegations involving the sale of drilling fluids, and the sale of drill bits to major oil companies.
  • Led an internal investigation into allegations that a major US airline had engaged in horizontal price fixing of air cargo tariffs.
  • Successfully defended two interstate gas transmission companies in unrelated federal grand jury investigations against allegations of unlawful discharges of PCB’s throughout their pipeline systems.
  • Defended a large manufacturing company and its food processing subsidiary in a federal grand jury investigation into allegations it unlawfully discharged effluents, and filed false Discharge Management Reports with the government to conceal the discharges.
  • Defended a pipeline construction company against a federal grand jury RICO investigation alleging unlawful payments in its construction of an interstate pipeline system.
  • Successfully defended an international oil field services company in a federal grand jury investigation alleging it had circumvented US trade sanctions by shipping parts to a foreign subsidiary for assembly and shipment to Libya.
