Covington partner Mark Plotkin is quoted regarding the proposal from Russia's biggest oil producer, OAO Rosneft, which is state-controlled, to purchase Morgan Stanley's oil-trading unit, which needs U.S. government approval by the Committee on Foreign Investment: "If it's turned down, it could look like they're bending to political will. I think it's a bad case either way.
