Federal Reserve and OCC Propose Revisions to Capital Framework for Large Banking Organizations

On April 10, 2018, the Federal Reserve issued a notice of proposed rulemaking to implement a stress capital buffer ("SCB") into its capital requirements; revise its capital planning rule for bank holding companies with $50 billion or more in total consolidated assets and U.S. intermediate holding companies of foreign banking organizations established pursuant to Regulation YY; and modify the CCAR stress test exercise.
