Michael Baker represents clients in a wide variety of antitrust matters, from transactions to litigation to compliance. He regularly represents clients in merger reviews by the U.S. Department of Justice and Federal Trade Commission, including preparing pre-merger notification filings under the Hart-Scott-Rodino Act, responding to Second Requests, and counseling clients on regulatory risk throughout the transaction process. Mr. Baker also has a broad range of civil litigation experience, including developing case strategy, efficiently navigating the discovery process, taking and defending depositions, drafting key motion papers, preparing cases for trials, and continuing representation of a matter on appeal.

  • Represented Agri Stats in consolidated putative antitrust class actions brought by direct and indirect poultry purchasers alleging a conspiracy to reduce output and raise the prices of broiler chickens.
  • Represented major television broadcasting company concerning regulatory issues related to its sale of broadcast television stations.
  • Represented clients in antitrust conduct investigations before the Department of Justice.
  • Assisted numerous clients in obtaining HSR clearance for transactions before the Federal Trade Commission and Department of Justice.

Pro Bono

  • Represented individual voters and advocacy organizations before a three-judge panel in federal litigation challenging Ohio’s congressional districting scheme as a unconstitutional partisan gerrymander.
  • Represented advocacy organizations in state court litigation challenging Missouri's voter ID law.
  • Represented broad interfaith coalition and filed a series of amicus briefs in support of challenges to executive orders implementing the Trump Administration's "Travel Ban."  
  • Six month rotation with the Neighborhood Legal Services Program assisting low-income clients in housing disputes both in court and through out-of-court mediation.
