WASHINGTON, DC, May 12, 2014 — Covington & Burling’s Philip Howard plans to address the state of the nation’s infrastructure during a panel discussion on Tuesday, May 13 hosted by the National Association of Manufacturers. Mr. Howard argues that overhauling the nation’s infrastructure will enhance U.S. global competitiveness, improve the environment and generate almost two million jobs. “But it is impossible to modernize America's physical infrastructure until we modernize our legal infrastructure,” he said. “Regulatory review is supposed to serve a free society, not paralyze it.” Mr. Howard is one of America’s leading proponents of legal reform. He recently published his fourth book, “The Rule of Nobody: Saving America from Dead Laws and Broken Government.” Additional panelists include Senator Angus King Jr., Deron Lovaas, director of federal transportation policy, energy and transportation programs at the Natural Resources Defense Council; and Garrick Francis, director of federal affairs at CSX Corporation.
