WASHINGTON, DC, September 16, 2010 — Covington & Burling LLP is pleased to announce that Rob Culbertson, former Associate Chief Counsel (International) for the Internal Revenue Service, has joined the firm as a partner. Mr. Culbertson will practice in the tax group, with a focus on international tax matters. He will be resident in Covington’s Washington office.
Mr. Culbertson has more than 25 years of international tax experience in both the private and public sectors. He has advised some of the world’s largest multinationals on structural and transactional tax planning, including cross-border acquisitions, restructurings, and financings. Mr. Culbertson has also represented clients before the IRS, the U.S. Treasury, and Congress regarding audit controversies, rulings, regulations, and legislative issues.
Mr. Culbertson’s prior government service included four years as the Associate Chief Counsel (International). During his 13 year tenure, Mr. Culbertson participated in many significant developments in U.S. international taxation, including the revision of the U.S. transfer pricing regulations, the parallel development of new OECD guidelines, and the development of regulations relating to foreign tax credits, subpart F rules, outbound transfers, conduits, and other international tax issues. Earlier in his career, Mr. Culbertson was the principal author of regulations under FIRPTA and Section 367.
