Could Congress stop Trump from bombing North Korea?

August 10, 2017, CNN

Roger Zakheim is quoted in a CNN article regarding President Trump's authority to take military action against North Korea. "The Constitution gives tremendous authority for the president of [the] United States to act on his own," says Zakheim. "Both in terms of constitutional law and in practice, for the President to take military action there's a lot of precedent if the perceived act of belligerence puts the national security of the United States at risk."
