New Defense Chief Faces Tough To-Do List

Covington's Roger Zakheim was quoted regarding possible successors to Secretary of Defense Chuck Hagel:

No matter who the nominee is, a new defense secretary will likely have little impact on the defense contracting industry and budget issues, according to Covington & Burling LLP of counsel Roger Zakheim.

“There's not going to be any particular secretary of defense that can fix the structural challenges facing the Pentagon,” he told Law360. “That is beyond the capability or reach of any one secretary.”

“Confirmation, given the critical environment, is certainly not guaranteed for anyone, irrespective of their experience and knowledge of defense issues,” Zakheim said. “This is an individual who's coming up for confirmation in a very difficult political environment. You hope to come forward with a candidate who can transcend all of that.”
