Scott Macey has over 30 years of experience in compensation and benefit consulting in health care, pensions and executive compensation.  Until recently Mr. Macey was Senior Vice President and Director of Government Affairs for Aon Consulting.  His primary responsibilities included managing Aon’s government affairs practice in Washington, DC as well as serving in a senior role regarding the client and project management and marketing of Aon services to new clients.  Mr. Macey has advised clients on ERISA, labor, tax, general corporate and related laws regarding the design, establishment, amendment and administration of employee and executive benefit plans and trusts.

He also has negotiated extensively with banks, insurance companies, investment advisors, and others providing services to or having a relationship with benefit plans or trusts.  He meets regularly with such federal agencies as the Department of Labor, Internal Revenue Service and Pension Benefit Guaranty Corporation for discussions of current issues in the benefits field, and has testified before them, as well as before Congress on numerous occasions.  Mr. Macey has assisted various companies in defending benefit litigation.  Mr. Macey was involved in the recent health care reform debate and is taking an active role in advising Covington clients on compliance and related matters regarding the new law.

Mr. Macey has previously practiced in a law firm, a corporate setting and a consulting firm environment.  He was previously senior counsel to AT&T and the Bell System on benefit, ERISA, and related matters.  Mr. Macey served as an intern clerk to the California Court of Appeals during law school.  He is a frequent speaker at business and professional seminars and conferences, is quoted often in print media, and has appeared on business shows on television.  Mr. Macey serves on the editorial board of various professional journals and publications and has published a number of articles in professional and business journals.

Representative Matters

  • Coordinated the efforts of a consortium of companies on several occasions regarding changes to federal laws regarding retiree health funding, ESOPs, and pension plan PBGC insurance premiums.
  • Has taken a leadership role in the development, design and implementation of defined benefit pension programs and the resolution of cash balance issues.
  • Has assisted companies in merger, acquisition and divestiture initiatives involving all aspects of employee benefits and negotiations with federal regulators.  His consulting clients on such matters include a major telecommunications company, an international consumer goods company, and a major public utility.
