Sarah Liebschutz is an associate in the firm’s Washington, DC office, where she is a member of the International Trade and Government Contracts practice groups. Ms. Liebschutz’s practice covers international export controls, economic sanctions, national security, government contracting requirements, and white collar matters. In the international trade area, she advises clients in compliance matters related to export controls and economic sanctions administered by the Commerce Department’s Bureau of Industry and Security (BIS), the U.S. State Department’s Directorate of Defense Trade Controls (DDTC), and the Treasury Department’s Office of Foreign Assets Control (OFAC). Ms. Liebschutz also represents and advises clients on matters related to government contracts, and the mitigation of foreign ownership, control, or influence (FOCI) under applicable national industrial security regulations.
Representative Matters
- Counsel clients on the interpretation and application of applicable export control laws and economic sanctions.
- Advise global resources companies on export-control matters related to Form I-129 and deemed exports to foreign national employees.
- Assist clients in preparing voluntary self-disclosures to government agencies.
- Advise companies with respect to the filing registrations and notices with the State Department’s Directorate of Defense Trade Controls and Defense Department’s Defense Security Service.
- Advise clients on the application of the Sherman Act’s penalty provisions.
Pro Bono
- Represent an individual in a child custody determination.
- Advise a large municipality on a regulatory reform effort to ease regulations on local businesses.
