Scott Freling is a senior associate in the firm's Government Contracts practice.
Mr. Freling represents civilian and defense contractors, at all stages of the procurement process, in their dealings with federal, state, and local government customers and with other contractors. Mr. Freling has a broad-based government contracts practice, which includes compliance counseling, internal investigations, strategic procurement advice, teaming and subcontracting, claims and other disputes, and mergers and acquisitions. Mr. Freling’s experience covers a wide variety of industries, including defense and aerospace, information technology and software, government services, life sciences, renewable energy, and private equity investment in government contractors.
Mr. Freling also represents clients in federal and state court litigation and administrative proceedings, including procurement protests before the Government Accountability Office and the U.S. Court of Federal Claims.
Representative Matters
- Assisting a prospective government contractor with the preparation of a proposal to the U.S. Department of Defense, and its subsequent negotiation of a contract.
- Performing a government contracts compliance assessment for an international defense contractor.
- Negotiating a subcontract on behalf of a contract manufacturer to support the development of a government-supported vaccine project.
- Advising a private equity firm during its purchase of an IT services contractor, and during follow-on acquisitions by its portfolio company.
- Counseling a commercial company on the formation of a government contracts business and strategies for protecting preexisting intellectual property.
- Counseling a large supplier of automotive products on domestic sourcing restrictions applicable to contracts with the Department of Defense and original equipment manufacturers.
Pro Bono
- Representing a World War II veteran before the U.S. Court of Appeals for Veterans Claims and the Board of Veterans’ Appeals to obtain compensation for injuries sustained during his active-duty service.
- Advising a non-profit organization of its performance obligations under a contract with the D.C. Department of Health.
- Representing an indigent defendant in a criminal matter in the D.C. Superior Court.
