Stefanie Doebler is an associate in the firm's health care and food and drug practice groups.  She represents companies and associations in the pharmaceutical, biotech, medical device, and cosmetic industries, as well as health care providers and state welfare agencies.  Ms. Doebler has provided regulatory advice to clients on matters related to advertising and promotion, product labeling, compliance with the federal anti-kickback statute, HIPAA compliance, and the Medicare prescription drug program. 

Representative Matters

  • Development of a complete health care compliance program, including all standard operating procedures, form agreements, and employee training materials, for a specialty pharmaceutical company. 
  • Regulatory advice to a start-up company offering at-home genetic testing.
  • Representation of a state welfare agency in an action against the U.S. Department of Health and Human Services challenging the disallowance of Medicaid reimbursements for school-based services. 

Pro Bono

  • Assistance to a local non-profit organization in its efforts to ensure that the regional affiliate of a national insurance company fulfills its charitable health care obligation to the National Capital Area. 
  • Representation of a tenant in a dispute with his former landlord regarding mold-related health problems.
  • Participation in a Legal Aid-sponsored program to enroll dual-eligible individuals in the Medicare prescription drug benefit.
