In recent years, Covington has represented more than 160 trade associations and professional organization clients.  In the communications and media area, our representation of leading trade associations in the broadcast, electronic entertainment, and other areas has kept us at the center of the most important, groundbreaking developments that these industries face.

Covington brings a multi-disciplinary and holistic approach to our industry representations, including legislative and regulatory advocacy, commercial and tax issues, trial and appellate litigation, media and public relations strategy, and cross-industry initiatives.  Covington also has extensive experience with organizing and representing ad-hoc coalitions within an industry that are developed to pursue a single issue.  Such coalitions have been developed with respect to issues such as the digital television transition, broadband, and telecommunications.

  • Waging on behalf of the Network Affiliated Stations Alliance and the National Association of Broadcasters a multi-year, multi-venue battle before Congress, the FCC, and the Third and D.C. Circuits Courts of Appeals on the national television ownership rule, successfully achieving a legislative reversal of the FCC’s decision.
  • Office of Communication of the United Church of Christ Inc., v. FCC (D.C. Cir. 2003):  Successfully representing the Association of Public Television Stations on whether public television stations may use their surplus digital capacity for commercial purposes, including non-broadcast advertisements.
