Congress can mold public and customer perceptions, and policymakers can be vital to a company’s successful performance of, and access to, government contracts. Government contracts are frequent targets of political attention and Congress' oversight has tended to be particularly vigorous in this area. Our long standing relationships and understanding of the dynamics on the Hill allow us to assist our clients in anticipating potential political problems and to respond to political forces to minimize their impact on contracted business. In addition, we assist a wide range of domestic and international clients in identifying potential legislative efforts to create additional government contracting opportunities or remove barriers to such business. - Advising government contract clients on the impact of congressional budget policies, including sequestration.
- Drafted proposed legislation, white papers, and Member talking points, and prepared clients for meetings with Members and staff in support of congressional efforts to persuade the Department of Defense to modify large-scale multi-year procurement, addressing a multitude of issues, including organizational conflicts of interest and industrial base maintenance in our client’s industry segment.
- Assisted a congressionally-chartered corporation in dealing with congressional appropriations restrictions, including dealing with General Accountability Office on an appropriations issue and helping the agency respond to congressional inquiry.
- Assisted a pharmaceutical client in preparing for congressional hearing concerning a major vaccine program and assuring Congress of adequate supplies of vaccine.
- Provided analysis and a white paper concerning the Department of Defense’s use of NOFORN restrictions, leading to reforms of procurement programs by the Department to remove barriers to foreign-owned contractors.
- Testimony by Alan Pemberton on behalf of a research pharmaceutical industry client concerning proposed bioterror procurement legislation and lobbying support for the legislation.
- Devised a multipart plan for a client to address anticipated congressional concern about alleged overcharging on a large government contract, including proactive briefings to Members of Congress and staff, responded to related auditor and inspector general reports, and prepared witnesses for anticipated hearings.
- Assisted a client in responding to congressional inquiries about contract performance and prepared reports on the contract performance for the client’s officers and directors.
- Assisted a client’s government relations staff in obtaining funding earmarked for client’s research and development program, including efforts at the congressional and executive agency level.
- Lobbying for legislative contractual reform of a major defense privatization initiative.
